Odd-even Policy System is Still Not Applicable

Jakarta Transportation Agency (Dishub) has announced that the odd-even license plate policy on January 26 to February 8, the day the capital will reinstate the full large-scale social restrictions (PSBB) amid heightened concerns over the high number of COVID-19 cases in the city.

"It will be applied until the time limit has not been determined," disclosed Jakarta Transportation Agency Head, Syafrin Liputo, Monday (1/25).

He explained the rules in traffic still referred to the Dishub Decree number 177/2020 on Control of the Transportation Sector for the Prevention of COVID-19 in the Transition Period towards a Healthy, Safe, and Productive Society.

"The decree regulates restrictions on passengers, operating hours, and mobility of public transportation, private vehicles, including ojek online (motorcycle taxis) and bases," he explained.

Here is the content of the Dishub Decree number 177/2020, as follows:

1. Prevention of COVID-19 in the transportation sector during the transition to a healthy, safe and productive society, including:

a. Control of carrying capacity for the use of transportation modes for the movement of people and goods

b. Operational time for public transportation

c. Operational time for public transportation infrastructure

d. Operational arrangements for online motorcycle taxis and base motorcycle taxis

e. Control of population mobility by prioritizing cyclist and walking

f. Protection of passengers, crew and means of transportation

2. The control of the transport capacity for transportation modes users for the movement of people and goods as referred to in point 1 letter a that transports people or goods with a limit on the number of people to a maximum of 50% of transport capacity on any type of transportation to limit the number of people that are listed in the decree

3. Operational time for public transportation modes as referred to in point 1 letter b in each mode:

a. Transjakarta: 5 AM – 8 PM

b. Regular Public Transport: 5 AM – 8 PM

c. MRT: 5 AM – 8 PM  

d. LRT: 5:30 AM – 8 PM

e. Sea Transport: 5 AM – 6 PM

f. KRL Jabodetabek: based on KRL operational schedule

4. Operational time for public transportation infrastructure and supporting facilities as referred to in point 3 includes bus terminals, MRT stations, LRT stations, KRL stations, piers/boat ports and bus stops, adjusting to the operational time arrangements for public transportation facilities

5. Operational time for motorcycle taxis and base motorcycle taxis

a. May carry passengers and must apply health protocols

b. No crowds of more than 5 (five) people

c. Must maintain physical distancing between drivers and parking between motorbikes at least 1 meter while waiting for passengers

d. Must apply Geofencing Information Technology thus drivers do not crowd as referred to in letter b, and apply sanctions to drivers who violate

6. The control of population mobility by prioritizing the use of bicycle and walking transportation as referred to in point 1 letter e is carried out by:

a. Each office building and shopping center is required to provide: 1) special bicycle parking facilities at 10% of the available parking capacity; 2) special bicycle parking facilities must be located near the main entrance of the building, given a special bicycle parking sign and equipped with a location direction; 3) shower facilities for bicycle users

b. Provision of special bicycle parking facilities at Transjakarta Bus Rapid Transit (BRT) stops, bus terminals, train stations, ports/docks and airports that are adjusted to the availability of space on each infrastructure and given a special bicycle parking sign and equipped with location directions

7. Protection of passengers, crew and means of transportation as referred to in point 1 letter f, becomes the responsibility of the operator through:

a. Provide hand sanitizers that can be used by passengers when using the means of transportation

b. Provide Personal Protective Equipment (PPE) at least in the form of masks for employees and crews of transportation facilities

c. Disinfection of transportation facilities before and after operation

8. Violation of the provisions referred to in points 2 to 7 will be subject to sanctions in accordance with the Regulation of the Governor of the Special Capital Region of Jakarta number 41/2020 on Imposition of Sanctions for Violation of PSBB in Handling COVID-19 in Jakarta and the Governor Regulation number 79/2020 on the Implementation of Discipline and Law Enforcement of Health Protocols as Efforts to Prevent COVID-19
